چشم‌انداز انطباق استراتژیک در یک مؤسسه آموزشی- پژوهشی دولتی ایران؛ مطالعه موردی، دانشگاه تهران

چکیده

با توجه به تغییرات سریع و محیط پویایی که سازمان‌ها به‌سرعت در آن متولد شده، به‌سختی رقابت نموده و به‌راحتی از گردونه فعالیت بازمی‌مانند، شرط بقای حیات و حضور در بازارهای شدیداً رقابتی، هماهنگی استراتژی‌های سازمانی و استراتژی‌های اطلاعات به کار گرفته‌شده در سازمان‌هاست. به همین دلیل بحث انطباق استراتژیک در سازمان از اهمیت ویژه‌ای برخوردار است. منظور از انطباق استراتژیک، انطباق، هماهنگی و یکپارچه‌سازی استراتژی‌های کلان سازمان با استراتژی‌های فناوری اطلاعات با توجه به زیرساخت‌های سازمانی و فناوری‌های اطلاعاتی است. در این تحقیق ابتدا موضوع انطباق استراتژیک را به‌صورت عام بررسی گردیده و سپس با بررسی وضعیت مؤسسات آموزشی و پژوهشی این موضوع در دانشگاه تهران، به‌عنوان یک مؤسسه آموزشی- پژوهشی نمونه، بررسی شده است. سپس از میان مدل‌هایی که ارتباط بین مؤلفه‌ها و اجزای مؤثر بر انطباق استراتژیک را تبیین می‌کنند، مدل پاپ را انتخاب و با پیاده‌سازی آن برای دانشگاه تهران، ارزیابی اولین مرحله از انطباق استراتژیک که تعیین چشم‌انداز این انطباق است، انجام شده است. ابزار استفاده‌شده برای جمع‌آوری اطلاعات در این مطالعه پرسش‌نامه و مصاحبه است که پس از جمع‌آوری دیدگاه‌های اعضای اصلی معاونت برنامه‌ریزی و فناوری اطلاعات دانشگاه تهران، روش تحقیق توصیفی با استفاده از مطالعه موردی به کار گرفته شده و چشم‌انداز سطح سرویس را برای این انطباق، مناسب تشخیص داده شده است. با توجه به روش به کار گرفته‌شده در این تحقیق این فرضیه می‌تواند در مطالعات بعدی مورد آزمون قرار گیرد و در صورت اثبات مدل انطباق استراتژیک حوزه آموزش و تحقیقات و فناوری تعیین گردد. در پایان پیشنهاداتی برای ادامه این تحقیق با استفاده از ایجاد یک سیستم پشتیان تصمیم مبتنی بر وب داده شده است.

The fast changing and dynamic nature of the environment in which organizations are quickly born, compete with difficulty, and stop their activities necessitate coordination between their adopted organizational and information technology (IT) strategies for survival. This has made strategic alignment as one of the most important issues in organizations. Strategic alignment means adaptation, coordination, and integration of organization's macro strategies with information technologies by considering their respective infrastructure. In this paper we have first had a general study of the strategic alignment, then we have perused this issue in research and training institutes and we followed it up in Tehran University as a case in point. Second, we have chosen an appropriate model from among those models which explain the relation between components and ingredients that affect strategic alignment. We have implemented the chosen model in the selected institute and scrutinized the first level of strategic alignment that determines its perspective. The tools used for collecting data were questionnaires and interviews, and after gathering the ideas of the prominent Tehran University's officials who worked in programming and IT, we put them under a descriptive analysis and found their servicing perspective level an appropriate one for the adaptation. In regard to the adopted method in this study, the hypothesis can be tested in the future studies by other researchers and if it will be proved, the strategic alignment model will be introduced in research, education and technologies. At the end of this paper we have made suggestions for continuing this study by creating a Web-based Decision Support System.
